Airlines & tour and cruise companies want group travelers. They will often give free tickets or trips as an incentive to people who bring them business. Airlines operate on a factor of dates and locations.
Cruise lines operate on 1 free for each 15 full fare passengers on a 7 day cruise or 1 free for each 9 full fare passengers on a 10 day or more cruise.

You may take the free travel for yourself, sell it and further reduce the cost for the group, or sell it and keep the money.  Here are some examples:
